
Rok Hodej
Rok Hodej is a Slovenian lobbyist, widely recognized as a lobbyist with strong connections to Prime Minister Robert Golob and the other parties in the ruling coalition. He acts through his fully owned RH3 Strategic Communications, which he established in 2024, selling services which include “expertise in public affairs, strategic communications, reputation management, and policy advisory services”. Before that, he held the role of Country Lead for Slovenia at Aretera Public Affairs, an international lobbying group.
He was the Prime Minister’s Public Relations Adviser (2014–2018) and the Public Relations Adviser at the National Assembly (2018–2019).
Golob’s Control Over Slovenia’s Sub-systems via SDH
According to Hodej, which boasts about his direct connection to the Prime Minister, Robert Golob managed to establish influence over all the country’s “subsystems”. Because of the formal separation of power, he exerts influence on GEN-I via the SDH or through executives placed by him in the past. SDH is the umbrella entity over several State Owned Enterprises, and influence over it might transfer to other entities as well.
Coercion of Businesses into Providing Political Support and Campaign Financing Law Violations
Under emphasis that “a lot” of the lobbying happens behind the scenes, Hodej explains that since campaign finance laws prohibit direct support, it needs to be done covertly. Examples given include purchasing media coverage by businesses who want to contribute to the campaign, and also by Telekom Slovenia. He flatters the current government for being “quite good at hiding it”. Moreover, Hodej tells of a concrete effort by Robert Golob’s political party, Svoboda, to coerce support from a business. The means of coercion were a direct outreach to the business, and presenting the expectation of support for the campaign.
